Hi Joey, if the paint inside all of the very old tubes is now rock-hard then nothing can soften them again. However, if the paint has just gone hard in the ball-point tip, you can unscrew the old tip (with a Stylus/Tip Wrench or pair of pliers) and see if the paint is flowing and put on a new tip to continue to use them. Also each colour is different as they have different pigments to make up the colour. So some colours may be rock-hard while others may be still soft or a bit thick, in which case you can change the tip, or use Jumbo tips, or squeeze the paint into a glass jar and dilute with the Tip Cleaner/Thinners (which is similar to kerosene) as required and use brushes.
